Incontrary. In thailand negotiation is an art. You can bargen with the "hackers" and get a good price.
The cheaper rates you can get is at the deparcher level if you are an arrival.

Taxis departing from the airport to other cities in Thailand are much more expensive
than booked from other places.
I live in Hua Hin and pay 2500 Bath from Bangkok to my home.
If you start from the airport expect to pay the double amount
I therefore suggest that you take a Taxi from the airport to somewhere in
Bangkok, just get off when traffic starts to get bad and stop any taxi there or make
a new deal with the taxi you are in!
